ANTALYA, Turkey -- U.N. Secretary General Ban Ki-moon says that the response to the Paris attacks should be "robust, but always within the rule of law."
Speaking in Antalya, Turkey at a meeting of the Group of 20 summit of leading rich and developing nations, Ban says the response must respect human rights: "Otherwise we will only fan the fire we are trying to put out."
He is also cautioning against action that would "only perpetuate the cycle of hatred and violence."
World leaders are discussing how to step up the fight against the Islamic State group following the attacks in Paris this week that killed 132 people. But no concrete proposals have emerged as the summit gets underway.
