OTTAWA - The federal spy agency says Mohamed Harkat has shown telltale signs of being a terrorist "sleeper" agent since his arrival in Canada in 1995.

A member of the Canadian Security Intelligence Service -- identified only as "John" -- testified in Federal Court today that Harkat has told contradictory stories over the yeas.

But he travelled to Canada on a phoney Saudi Arabian passport, considered by CSIS to be the "passport of choice" for members of Osama bin Laden's terrorist network.

CSIS also claims Harkat had contact in Pakistan in the early 1990s with a man he knew as Haji Wazir.

The spy service says the man's real name was Pacha Wazir and he played a key role in moving money around the world for bin Laden.

Canadian authorities also contend that Harkat is lying when he claims never to have been to Afghanistan or to have had contact with Islamic fighters there.

CSIS has never made public its clandestine sources of information to back up that claim.

The federal government says the Algerian-born Harkat, a former pizza delivery man in Ottawa, should be kicked out of Canada as a security threat. He denies any terrorist ties and has been fighting efforts to deport him for five years.
