BRUSSELS - German Foreign Minister Frank-Walter Steinmeier says the EU is pushing for an investigation of "all fraud allegations" during Afghanistan's elections.
His call reflects increasing European Union concerns over the August election.
EU foreign ministers were debating Tuesday how the 27-nation bloc can better deliver aid to rebuild the country once a new government is formed.
The EU already has backed off its initial positive assessment of the Afghan elections. The bloc fears doubts about the Afghan regime's electoral legitimacy would make it more difficult to justify the military effort and spending billions in EU aid.
A monitoring body in Kabul has ordered a recount from about 10 percent of the country's polling stations because of suspicious totals.
