OTTAWA - The federal government hasn't revealed how it might help Libya after hostilities have ended, but at least one federally funded organization is making plans to act.

Rights and Democracy is considering a mission to Libya this fall to assess what role it could play.

The organization was created by Parliament in 1988 to promote human rights and support democratic institutions internationally.

Other observers in the field say Canada has precisely the kind of expertise that Libya needs as it tries to piece together a democracy.

Rights and Democracy's president Gerard Latulippe has been to Libya four times in recent years.

He says democratic institutions will have to be built from scratch -- everything from political parties to a free media.
