WINNIPEG -- An inquiry into the death of a Manitoba girl has been told aboriginals in Winnipeg need their own separate schools.
Lawyer Greg Tramley, in his final submissions, told the Phoenix Sinclair inquiry that aboriginals need culturally appropriate education -- much like francophones have through their own school board.
Tramley also called for more funding for early childhood education to reduce poverty, illiteracy and other problems.
Tramley represents the Aboriginal Council of Winnipeg, a community advocacy group.
The inquiry is examining the 2005 death of Phoenix, who was beaten by her mother and mother's boyfriend after spending part of her life in foster care.
The inquiry is examining not only the failings of the child-welfare system, but systemic issues that lead to a high number of aboriginal children in foster care.
